The screwdriver in the City of Sanctar is on top of the hanging candle stand near the window. To get it, you must upgrade your Glider Bubble to level 2, jump on the Halogen light, and throw a TinyKin at it.

Collect at least 1,000 pollen and talk to Sikaru to get an extra bubble. Then, get on top of the TV stand, climb the rope, and make your way to the top of the bookshelves.
Finally, jump towards the standing light and get the screwdriver.

Once you have the screwdriver, get back to Arsen, the cockroach-like creature with a missing gem. Jump on the VHS tapes next to him to reach the box. And throw the screwdriver at the screw to remove it.

Get on top of the houseplant where you meet Nori, the mantis. Press the A button to talk to him so that he shows you the wall gate. Finally, hold the RB button to create a ladder, climb it, and shoot the screwdriver at the screw.
